Flag images

The flag images in flags/ come from flag-icons (https://github.com/lipis/flag-icons),
as bundled by the Dart package country_flags 4.1.2 (MIT, Copyright (c) Arturo Grau)
and, for Serbia, by the Dart package flag 7.0.2 (flag-icons 4.1.4).

Changes made here: whitespace removed; in files over 100 kB with absolute path
coordinates, numbers rounded to one decimal place; the 2025 flag of Syria redrawn at
4:3 (the bundled file is 3:2), with the same colours and three red stars.
